互联网上大多数国家代码顶级域名都代表了至少拥有数百万人口的区域，比如 .uk代表英国，.ca代表加拿大，.de代表德国，还有.se代表瑞典等等。但是也有一些地方人口根本不及百万，甚至还没有上千，有些地方甚至都目前为止都没有人居住，但也仍然拥有它们自己的顶级域名。

互联网地址指派机构IANA，是负责域名管理的组织，它是依据对“国家、独立地区以及有特殊地域利益的区域”定义代码的ISO 3166-1所列的标准国家代码来分配国家代码顶级域名的。

互联网地址指派机构INNA并不负责决定那块区域算是国家，哪一个不算一个国家。根据ISO 3166所挑选出来的列表作为国家代码顶级域名，显示了ISO对决定哪些地区是否应该包含在列表中有一个确定的批审程序和标准。（Jon Postel， RFC 1591互联网标准草案）
